Overpass API health indication #88

It would be nice to display a general API server health indicator somewhere. For example an icon:

But this would require the Overpass API lag information to be actually available as an API call. Maybe https://github.com/drolbr/Overpass-API/issues/87 does make this available at some point.

As rambler instance is lagging behind more than 6 days and api.openstreetmap.fr even 10 days (!), this issue pops up again... A prominent yellow background for _datastats may be an option to alert users. It's deliberately annoying, but working with old data without noticing is even more annoying :)

In general this should probably be reserved to significant lags, e.g. more than 12 or even 24 hours for osm_base. For areas, I would assume at least a lag of 3-4 days before warning, as the main instance has a lag of up to 48 hours even during normal operation.
