Implement CI flow for 1GP using GIthub Actions #6

1st-Generation packaging is used for certain projects that pre-date GA rollout of 2nd-Gen Packaging.

The current CI flow is built around this 1GP process and is implemented in the CircleCI flow.

Implement the Github Actions version of the CI flow will also use the sfdx:mdapi commands similar to what is currently done.
Update the Readme to explain how to set this up
