[Feature] Allow specifying one role for administration of the bot and another for submitting reports #35

Currently, the allowed role for submitting reports is also allowed to change settings. We should split up the roles for administration and submitting reports, keeping possible future functionality in mind. Related to https://github.com/tyzbit/go-discord-modtools/issues/17
