I think is nice having the changelog job. However, in its current state it fails for everything that is not a release, right?

My suggestion is to add an UPCOMING-RELEASE mark to it where people link the PRs linked to issues. As in:

Sorry for the force push. I have open an issue regarding the implementation of the [Unreleased] section of the changelog #53. Please open a separate pull request for this.
