It seems like it might be optional to either use the P1 Companion standard or standard IEC62056-21 on the protocol

So either

115200 baud, 8N1 + 2 byte CRC

9600 baud, 7E1, 1 byte BCC

I am in contact with the writers of the recomendation on which was intended but I have seen meters with the standard IEC62056-21

It is not "optional" It should be according to P1 companions standard and anything else is not according to national recomendations.
