question-circle in Filter lists toggle their setting

Description

When trying to view the information in Filter lists for 3pParseAllABPHideFiltersInfo and 3pIgnoreGenericCosmeticFiltersInfo using the question-circle in Fenix Nightly, I can only activate or deactivate the setting but not see the information for this setting.

Steps to Reproduce

1. Open the Filter lists
2. Tap on the question-circle next to Parse and enforce cosmetic filters or Ignore generic cosmetic filters

Expected behavior:

I can see the tooltip for this setting.

Actual behavior:

The setting is toggled on or off. In desktop browsers, one can still use hovering to view the tooltip.

Same behavior on desktop too. Now you need to hover on the question circle icon as the info appears as a tooltip.

I was just about to submit this, but for Firefox. There it's not as problematic because you can hove, but it is very unintuitive.

It's especially confusing because the icon is shown next to some filters (where it indicates a link) and the two icons are understood to mean the same thing.

I would suggest ensuring clicking on the icon doesn't toggle the filter on any browser, as well as one or more of the following:

• changing the css to include cursor: help; on this icon
• using a JS tooltip that makes the tooltip for (and other icons) show up immediately
• displaying some sort of key at the top of the list of filters
