Pluto is still currently dishing out contracts continually; when the Netz Tier 3 for Silent Orchestra is used; he will instead give contracts to the Ensemble members

This is a known bug and high on the fix priority list. For now you can turn Pluto completely off with the config.

This isn't the case anymore but now he doesn't do them at all, so this still needs fixing.
