Enable layout reordering via keyboard #761

To hit WCAG 2.0 A 2.1.1 we'd like to enable the user to reorder their layout via keyboard.

Let's consider Fluid Infusion's re-orderer component for this, with its keyboard-actuated re-ordering support.
