Teach WidgetController unit test httpBackend to handle requests for about-page.json.
I don't actually understand why this is necessary.
There's probably an opportunity to refactor to streamline test httpBackend bootstrapping.
But this changeset should at least stop test failures that are adding more noise than value in considering forward progress from here.

Should at least clarify what failures in #817 are specific to that changeset.
