Refresh Tab Group colors #2256

With the re-introduction of tab groups into uPortal, the coloring / skinning around the tab groups could use some rework.

Review the current tab group skinning and less variables around these elements
Update the default skin to have a demoable / quickstart color set

I mean that the task labeled "good first issue" is a good first issue, and that you volunteered to do that two weeks ago, but haven't opened a PR yet. Finish that before asking for details on other issues.
