Add realtime data about parkings in API v3

Hi,

Thank you for raising this request. For some context this data came from hardware meters that were installed and integrated as part of a student project. A while ago there was some question of ownership of this setup, and we didn't maintain access to the data at the time. I'll reach out to see if we can get this data from the meters again, if they exist, with steward approval.

Providing a minor update; there have been staffing changes and a current project at Parking that impacts the source of this data. This immediately means that I won't have any access to this data soon, and that it just may not exist in the future pending what changes the project brings.

For others interested in this data, please feel free to add a comment. The more interest there is, with ideally a concrete reason, the easier it is to try to approach the data stewards.
