Right now we have two "layer bundles," AQI Forecast and Lightning Climatology. They use different UI approaches.
As part of a rewrite, make these behave more similarly. We want to keep the AQI forecast "opened" (list) to support discoverability. The lightning section could hide/be collapsed initially.
