Determine depths for soil moisture layers in hydrology endpoint #360

There are three layers: SM1, SM2, SM3. What are the depths for these layers?

@Joshdpaul @BobTorgerson if either of you has a dev API branch going this could be added to the docs etc.

Soil moisture layer thickness in meters per the VIC parameters file associated with the source dataset.

SM1: 0.02042

SM2: 0.97047

SM3: 2.0

So basically SM1 is surface soil moisture (surface to 2 cm)

SM2 is 2 cm to 97 cm (basically near-surface to one meter depth)

SM3 is 2m thick, so basically 1 m to 3 m
