limit demographics data returns based on population threshold #489

Whatever population threshold we are using to limit data shown in NCR, we need to apply this same threshold in the API.

For the CSV: NCR invites users to download the CSV, so that seems like it should have the population threshold applied. For the JSON: should this data access pathway also have a threshold applied?
