If I remember correctly, the hard-coded values we are using for 2017 (FTE, tuition, appropriation) are actually 2016 numbers we were using as placeholders for the sake of providing a realistic looking live demo. We need to either update these with real 2017 numbers, or remove 2017 entirely now that we have FY 2018 data.
