Fixes #32, add meta tags to ensure language is set to English #51

I don't quite know how to test this; the issues was fleeting but Stack Overflow indicates this should do the job of hinting to Chrome that the language is English and don't offer a translation.

I wasn't able to create an environment to test this successfully. I tried setting my language to something else (Spanish in my case) and removing English as one of my accepted langauges in both my Chrome and Google Account settings. "Transate to English" stopped popping up automatically on Spanish pages, but I was never able to get the Spanish equivalent to pop up. And when right-clicking on pages, the only option was still "Translate to English." Even with my language settings changed in two different places, Chrome/Google still knows my primary language is English somehow.
