This PR edits the following Polygons to prevent the API from hitting "out-of-coverage geo-bounds" errors on Rasdaman.

Nome Census Area

remove St.Lawrence Island. Bethel Census Area
remove St. Matthew Island
remove Hall Island
remove Pinnacle Rock Aleutians West Census Area
remove entirely

Aleutian Borough

remove Akutan, Akun, Rootok, Avantanak, Tigalda, Ugamak islands North Slope Borough
slightly trim northern boundary extent over coastal waters
