Add “Toolik Field Station” as a named community. #120

Currently we do have "Toolik Lake Research Natural Area" as polygon BLM37 but team consensus is that adding "Toolik Field Station" as a named "Community" location per the geographic coordinates that exist on the famous Toolik Coffee Mug is a smart play.
