Filter protected areas for terrestrial and marine. #34

Create terrestrial-only and marine-only versions of the protected area polygons. Marine parks and refuges are likely to be no data farms and could be culled from tools unless they are specifically relevant.

I think we have better "No Data" handling mechanisms in place. Further - what constitutes a marine vs. terrestrial area? We can continue to remove troublesome protected areas on an ad hoc basis similar to #77
