This PR adds a simplified HUC-12 shapefile to this repo along with the code used to simplify the polygons. Fields and rows are dropped in consistency with the new HUC-8 refactoring, keeping the following fields: id, name, states and geometry. The Kotzebue Sound, Cook Inlet, Aleutians, and St Lawrence HUCs are also dropped because they cover very little terrestrial area and are magnitudes larger than most of the other HUC-12s.
