These polygons are causing some back-end 500 errors in the API and should get a closer inspection

/huc/19030102 is Fox Islands and perhaps a similar case to *103 (#85) /huc/19060202 is "Northwest Coast" and basically spans the coastline between Utqiaġvik and Wainright. I don't think this is a good data cookie cutter either.

BLM21 (NPRA) is working as expected in the currently deployed version of the API - no action required for this polygon.
