Add AK game management subunits. #89

This PR adds 72 polygons (EPSG 3338) that represent Alaska Game Management Units (GMUs) where each polygon is a specific "subunit". Data were retrieved April 2020 from

Polygons are keyed with an id index GMU1, GMU2, GUM3 ...
