Consider adding Yukon Planning Regions #99

Most recent info suggests that only the boundaries of North Yukon, Peel, Dawson, and Inuvialuit are officially settled though.

Confirmed this with the Yukon Land Use Planning Council in conversation in April. Boundaries of Dawson, Peel, North Yukon and Inuvialuit can be assumed to be settled. Everything else should be disregarded as very provisional and likely to change.
