Add VIIRS data feed again #266

Need to take a look at which is really the best layer to add. Probably a composite product; not sure if shape file renders better than rasters, here?

Also, possibly a shape file actually shows the data better.

This data can be difficult to test at this point in the season because there are relatively few data points shown. Suggest waiting until a little later in the season for this layer.
