Finish creating legend for Fire Map #343

We've got a draft SVG but it needs the last row for Perimeters added.

Also, I noticed that the font didn't really work out (at least when displayed in Safari). Maybe pick a neutral sans-serif font and see if that at least works.

After we get the updated legend, this needs to be added in 2 places:
