Fixes #369, #347, improve Catalog page #396

This makes the Catalog page into more of an "about page". We can add other information back to this (Version number, copyright, etc), but this completes an initial implementation.

Did we want to remove both the anchor link back to SNAP's other products and the version of the MapVenture project from the footer? I see that SNAP's other data products were pushed onto the front page, but I don't see reference to the version of MapVenture anymore.
