There is nothing in the layer menu to indicate that layers can be reordered by dragging & dropping them. I'm not sure how best to fix this. Drupal uses this icon to indicate that something can be drag & drop reordered.
How universal is this symbol? And is it possible to add it to the layer menu without making it look cluttered? Maybe add some helpful text on mouse hover instead?
