Fix subproject link bug, replace North Central CASC logo, and update NPM dependencies and setup instructions

Closes #146.

This PR uses the new cscID project field from the API to fix the bug described in #146. It also:

• Updates the North Central CASC logo in the footer with the one provided
• Fixes the build process, which broke somewhere along the way, by updating the NPM dependencies and setup instructions in the README

I've pushed this branch to http://dev.cascprojects.org/#/ to make testing easy. To test, check out this project page:

• The subproject page title matches the link title (i.e., verify that the subproject link URL took you to the right place)
