Minor issue: Be able to switch between topics or CASCs without returning to home page #166

Problem:

Once you have selected a topic or CASC, you must go back to the Home page to select a different topic or CASC.

Suggested solution:

Make the text informing the user of their topic or CASC choice in the top left become a dropdown menu of all the choices.
