Fix historical tas/pr summary stats preprocessing #12

These changes:

  1. fix a bug in the code used to preprocess the historical CRU TS 4.0 2km baseline statistics data
  2. add a point-based validation test for these historical data
  3. add axis encodings to the ingest file for these data, so that the coverage in rasdaman is self describing in this manner (e.g., what does a value of 0 on the "varname" axis correspond to?)
