Include Aleutians in taspr historical and future preprocessing #13

Currently the tas/pr coverages are clipped to the IEM domain which does not include the Aleutians. We want to include the temp/precip data we have on the Aleutians in the API endpoint and that clipping happens in this repo. Use an Aleutians + IEM domain shapefile to clip instead of the base IEM domain shapefile.
