This PR contains a preprocessing notebook and ingest recipe for a new mean_annual_snowfall coverage to supply the data for the forthcoming "Mean Annual Snowfall" plate of the Arctic EDS.
This coverage contains historical and projected annual snow water equivalent totals data derived from SNAP downscaled CRU-TS40 and CMIP5 datasets. No styles are tracked here at this time. This coverage has not yet been implemented on Zeus. Copies of the necessary ingest data exist on Atlas at /atlas_scratch/cparr4/rasdaman_prod/mean_annual_snowfall
Note, this coverage differs from other "annual" coverages because the data was only available at the decadal scale, so the "decade" axis replaces the "year" ansidate axis that has been used on others. This may or may not be desirable - we shall see! Also, the typical "5 model average" data does not exist in this dataset, so it will need to be computed within Rasdaman or implemented as a preprocessing step.
