Re-ingest IEM coverages with more generous masking

We need to re-ingest IEM coverages, especially temp and preicp, where the shapefile mask is too tight and excludes data for coastal locations (XREF https://github.com/ua-snap/iem-webapp/issues/400#issuecomment-1197221393) to include more data.

Steps

• Generate a masking specific buffered polygon for the IEM domain (XREF https://github.com/ua-snap/geospatial-vector-veracity/issues/97)
• Rerun the following pre-processing notebooks with this new polygon shapefile
  • [ ] iem/tas_pr_2km/preprocess.ipynb
  • [ ] iem/tas_pr_2km/preprocess_deltas.ipynb
  • [ ] iem/tas_pr_2km/preprocess_historical.ipynb
  • Re-ingest the following coverages
  • First on Apollo
    • [ ] iem_ar5_2km_taspr_seasonal
    • [ ] iem_ar5_cruts31_temp_precip_wms
    • [ ] iem_cru_2km_taspr_seasonal_baseline_stats
    • [ ] iem_cru_ar5_deltas_2km_taspr_seasonal
  • Verify whether or not we now have data for coastal locations, e.g., Hoonah
  • Ingest on Zeus
  • [ ] iem_ar5_2km_taspr_seasonal
    • [ ] iem_ar5_cruts31_temp_precip_wms
    • [ ] iem_cru_2km_taspr_seasonal_baseline_stats
    • [ ] iem_cru_ar5_deltas_2km_taspr_seasona
