This PR represents the first ingest for an ARDAC-specific coverage. The ARDAC data ingest pipeline does all the pre-processing - so there are no Jupyter Notebooks to look at or run in this PR. I've created a README within the ardac directory to indicate that this is expected.
The coverage is currently on Apollo as landfast_sea_ice_extent and is about 400 GB in size.
To test this PR, I recommend the following:
Skip the actual ingest because it takes several hours to ingest the ~3500 GeoTIFFs. However, you are of course welcome to modify the coverage_id in the ingest.json and follow the usual ingest process to try creating a duplicate dummy coverage.
Do execute a WCS DescribeCoverage request. Verify that there are integer encodings, and ice season year to timestamp mappings, in the metadata block. Notice the time index is of a daily frequency.
Do execute a WCS GetCoverage request for the entire time series. The linked request is for an offshore point about 100 km NE of Prudhoe Bay. Verify that you see values that are all 1 or 0 where 1 is the presence of landfast ice.

Do execute a WMSGetMap request and check out the styling. You can also click the "Display WMS layer on WebWorldWind globe: Show Layer" button in Petascope to get a preview. Open to color suggestions - this was stolen from a BEHR paint color (the color was called sea ice though 🧊 ).
