Beetle risk #50

This PR merges code for ingesting the climate-driven spruce beetle outbreak risk projections dataset that is created using the spruce-beetle-risk repo.

To test, use these files to ingest the final risk class dataset created from that repo. That dataset is available on Poseidon/Atlas at /workspace/Shared/Tech_Projects/rasdaman_production_datasets/beetle_risk.
