Landfast Sea Ice Update for ARDAC

This PR contains the ingest recipes for four new coverages of landfast sea ice data. The four coverages are split by geographic zone (Beaufort Sea, Chukchi Sea) and by level of aggregation (daily values throughout the ice season, or "MMM" monthly summaries of the ice season).

The coverages are:

ardac_beaufort_daily_slie
ardac_beaufort_landfast_sea_ice_mmm
ardac_chukchi_daily_slie
ardac_chukchi_landfasat_sea_ice_mmm

The source data reside at the locations indicated in our tracking spreadsheet.

The steps to ingest these data are to:

• Fetch the data from Poseidon
• Un-tar the data
• For the MMM coverages, set the LUTS_PATH env var to point at the correct luts.py (the daily_slie coverages do not require a luts.py file)
• Ingest via the normal set of rasdaman incantations
