Incorporate interactive map with Leaflet so that data can be subset to individual locations by map shape selection. This is for testing only and may or may not become a component of the final app.

Not intended final behavior, but currently data will be subset to a map-selected location only if no point location is selected by the city menu. If a location is selected from the menu, it will take precedence and any map selections will be ignored.

Currently a spatial region must always be selected from the region menu whether plotting regional averages or point location data. This can be changed later.
