remodel tools page #178

remodel tools page to include an additional icon linking to a landing for our new web apps.

note: for simplicity's sake and the fact that it doesn't change anything else, I will update the charts icon on the live and test sites now, since it changes nothing else, that way it doesn't have to be remembered when we push everything. The icon files for the new menu buttons will also all be sitting on the servers already that way when we release they seamlessly have their icons.
