Update regexp string to parse REMOTE_USER from shibboleth

Update the pattern for shib user
Update to have block user list to block users, create a file at /opt/ood/ood_auth_map/bin/block_users.txt a line per user

Remove block user list feature. This PR is mainly to update the codebase to match our production environment.
