python.rst in top-level directory

Do we want the python.rst file in the top level directory? Should it go under something? Should the conda part be pulled out of it into an article about Anaconda specifically? We may need to have our organizational structure discussion sooner than later as we are amassing concepts quickly now.

As of now, the most important part to me was giving them instructions on conda and virtual environments. So maybe the file should be renamed to conda.rst. If we want to have a short intro to the actual Python language, that's fine, we can make that in the future. I just put it in the top level because it was the only Python/Conda related document I was making right now, so putting it in a folder by itself didn't make a ton of sense at the time
