Split Shiny app into separate repo #57

Create a separate repo with the contents of app/ named azmet-qa and re-name this repo something like azmet-forecast or maybe azmet-timeseries. This will allow easier development of the actual QA/QC app

I didn't bother copying over git history since it's such a small piece of this repo and still early on in development
