Targets refactor #6

Refactors this project to use targets. Run tar_make() to reproduce all steps. Splits up code that was previously in azmet-qaqc.qmd into individual functions.

Unfortunately, I don't think reviewing this PR will be very informative because of the extent of the changes. Instead it might be better to just demonstrate it next time we meet.
