Unverified Organization users can make Requests/Offers #132

I registered as an organization (Org 1). The organization user comes up as "unverified" on the "User" Admin page. Even though Org 1 hasn't been approved yet, it can still make offers and requests. Please change it so that only verified organization users can make offers/requests.
