Return response codes from API's #3

This bot uses a few PIA;s for fun commands like !cat !dog and !cat. it does not report anything if these API's do not return a HTTP 200. It should catch exceptions and report them back in a friendly way so that users do not thing that the bot is down when an external API is not working

This is implemented with ff5daae70a25a63560fe4f3a383dc1730a7995ae in the rewrite.
