This PR implements a modern documentation solution with Sphinx for generation and Read the Docs for hosting. Documentation "builds" are triggered when the repo is pushed to. The documentation is hosted at uaf-rtm.readthedocs.io. (uaf-rtm because rtm was already taken.)
