Update to a Cartopy-supported transform in plotting.py. The current ones fails in example_regional.py.

So plot_transform is for scatter stuff and just transform is for grid stuff?

Correct. The transform branch was closed so I created plot_transform. Probably should have changed both the first time but didn't notice it.
