Batch ingest script script/locking_runner fails if the tmp/pids directory is missing

script/locking_runner expects to find a directory tmp/pids and if it does not then the scheduled (cron) task doesn't run. Details here: https://github.com/ualbertalib/avalon/commit/5a71130ee96fdca6dba67c0d57fcccaf527be54f
