use 'fuzzy suggester' for subjects, as is used for agents #4

The fuzzy suggester seems to return better results, and also doesn't include the bold tags (which could be removed or styled, but the fuzzy suggester just seems better). Here are the bold tags that appear in suggestions:

@jchartrand SOLR config was modified to use fuzzy function for the subjects.
