Purpose of app/config.sample.yml #119

I can't seem to figure out what the purpose of app/config.sample.yml is. Could @michaelhagedon or anyone else enlighten me?

@michaelhagedon and I discussed this yesterday. The purpose of the file is to allow people using different applications with the same CakePHP installation to override the default settings, but we agreed that it should be deleted for simplicity sake. The documentation should be updated to mention that you can put a config.yml file in the app/folder to override the settings, but there's no reason to have a duplicate.
