Guidance from STARS wiki outlines that credit by examination is supplied in the year and term of the assessment being recognized.

Using the term of the regents score can lead to some situations where our 11th graders have sequences on their transcripts which are confusing, and not aligned to their actual experiences. This is because, partly, this is the first year in which we are supplying credit by examination, and there is a backlog of processing.

As a result, in consultation with school personnel, I have determined that the credit by exam should generally by supplied in the year and term that the special project is recorded to the transcript, causing the credit by exam to appear in close proximity to the special project and assisting the interpretation of the student's educational history.

Therefore, the "assessment being recognized" for credit by examination is the Special Project, while the regents exam score is the "qualifying assessment" which resulted in the student being enrolled in a special project in the following school term.
